Most fellow entrepreneurs will suggest to seek out a tech co-founder, but that's mostly out of uncertainty of the unknown, as well as not having enough context to paint the entire, logical picture. Instead, I'd recommend first reaching out through your network to learn more about the process – what you need to know, what you need to prepare, pros/cons to bringing on a tech partner vs. outsourcing, agile web development, etc.
As for outsourcing, the previous answers are the generalized consensus b/c there are so many bad agencies out there, so I can understand why they'd be quick to suggest finding a tech co-founder. However it's as much a needle in a haystack to find a good freelancer or agency as it is to find a technical partner. The good news when it comes to outsourcing, though, is you're typically not giving away equity and control of your vision, out of the gate.
Had I been answering this question 5 years ago, I would have 100% agreed with the guys who said "find a tech partner". But I actually went through the pain of trying to build my own products and failed miserably; only after interviewing dozens and dozens of, both, partners and outsourced help. So I decided to create my own agency () to solve my problem, and hopefully help other entrepreneurs along the way.
